Residency Reclassification
Why am I being charged out-of-state tuition?
When filling out the PCC application, some responses cause students to be tagged as out-of-state, meaning that they have not lived in CA for at least 1 year.
Tuition fees for out-of-state students are $290 per unit in addition to standard enrollment fees. If this happens and you feel it's an error, here's what you can do to establish residency and be reclassified as an in-state student:

- Be eligible to be a CA resident
- One year’s physical residence in the state of CA
- Evidence of intent to remain in CA
- Evidence of financial independence from any nonresident of CA

Examples of documents that can be used to prove in-state residence:
The following items are also acceptable proofs:

- Documentation of purchase of residential real estate in California and living at that address
- California voter registration and/or proof of voting in a California election
- Documentation of a civil agreement in California (marriage or divorce)
- Lease or rental agreement (1 year or more; month-to-month agreements are not accepted as proof); rent receipts; letter from property manager verifying length of tenancy
- License from California professional practice
- Active resident membership in California professional, service, or social organization (school organizations are not acceptable as proof)
- Moving personal belongings to California
- Automobile registration
- Documentation as military home state of record/Selective Service registration with California permanent address
- Checking or savings accounts active for one year or more showing transaction dates and locations (student must be principal signer)
- Utility bills (water, gas, electricity, etc.); showing year to year usage
- Documented receipt of social services as a CA resident (rehabilitation, unemployment, welfare, housing, foster youth, incarcerated, other)
- Documentation of 2 years care and control
- Service on a California jury panel
- Official transcripts from a California high school, college, or university
- Complete the Residency Reclassification Request form and upload along with supporting documents. The more documents you include, the better!

- Students who meet AB 540 criteria can be cleared immediately by contacting the PCC Admissions & Records department.
